OpenAI Updates Model Spec with Rules for Teens, False Premises, and Transparency


OpenAI released an update to its Model Spec on August 18, 2026. The document, which serves as the public blueprint for how OpenAI intends its models to behave, has been expanded with three new core guidelines: tailored rules for young users, a protocol for correcting false user assumptions, and a requirement for models to be transparent about what they cannot do.
The updates represent a shift toward more deterministic behavior boundaries as OpenAI's models are increasingly integrated into educational software and autonomous agent loops.
The Key Updates
- Safety Rules for Teens (13–17): The Model Spec now outlines specific boundaries for interactions with teenage users. When a model detects it is communicating with a teen, it is instructed to avoid recommending age-inappropriate content, restrict instructions on high-risk physical activities, and decline to provide advice on sensitive personal decisions, directing users to trusted adults or professional resources instead.
- Addressing False or Unsupported Premises: In earlier model versions, if a user asked a question based on a false premise (e.g., "Why did France win the 2022 World Cup?"), the model might hallucinate or accept the premise to remain helpful. The updated spec instructs models to politely correct the false assumption before answering, preventing the spread of synthetic misinformation.
- Transparency of Capabilities and Limitations: Models must now explicitly state what they cannot do rather than attempting to guess or complete a task with low confidence. This guideline is aimed directly at developers building agent loops, where a model attempting to execute a task it does not support can trigger cascading system errors.
Context and Industry Alignment
The update arrives as regulatory pressure under the EU AI Act and various national safety frameworks increases. By publishing these behavioral rules openly, OpenAI is attempting to establish a baseline for "intended model behavior" that can be audited by third-party safety institutes. The Model Spec remains a living document, with OpenAI soliciting feedback from developers and safety researchers to refine future iterations.
